Evaluation
Response Analyst
Reads every page of every proposal.
Four bids at 180 pages each, read end to end by whoever is free, with the matrix rebuilt by hand in a spreadsheet.
Every requirement mapped to the page that answers it, so your evaluators start from the evidence instead of hunting for it.
How it works
Reads every submitted bid and builds a requirement-by-requirement traceability matrix: where each requirement is addressed, and where it is not.
The single biggest workload item in an evaluation. Four bids at 180 pages each is a week of reading. This makes it an afternoon.
It reads the solicitation first
Every requirement, submittal and instruction in your own document becomes a row. Nothing is inferred from a template or another agency.
Then it reads every response
All of it, including the appendices nobody gets to. Each requirement is matched to the passage that addresses it, with the page recorded.
It builds the traceability matrix
A requirement-by-requirement grid across all bidders: addressed, partly addressed, or absent, with a citation behind every cell.
It marks the gaps, and stops
Where a bid never answers a requirement, the cell is flagged for a person to look at. It does not score, rank or recommend anyone.
Requirements lifted from your IFB
Read end to end
pages read
Four bids, every appendix, in one pass.
Every requirement against every bid
Flagged for a person to decide
Ask it anything
Every answer quotes its page.
Answers come only from the documents on the run, and each one carries the citation you would have gone looking for.
Three of the four. Ridgeline answers it on page 42 with a staffed dispatch line; Carter commits to 24 hours but only during business days; Alder never addresses it. Meridian addresses it on page 17.
What it will not do
The matrix is a reading aid, not a determination. Every cell links to the passage it came from so an evaluator can confirm it in seconds, and the evaluation record shows the person who made each call.
Evaluation
The rest of this stage
Each agent is scoped to one task, and they work on the same record.
