An insurance certificate that lapsed before the due date is not a certificate, so currency is checked as well as existence.

Two of the four did not. Carter and Meridian have no acknowledgment of Addendum 2, which changed the bond requirement in section 5.2. Alder also submitted an insurance certificate that expired before the due date.
What it will not do
It flags only. Whether a missing submittal is a material irregularity, and whether it can be waived, is a determination the agency makes and records.
