Justification Writer
Drafts the written determination.
A past justification is adapted under time pressure, and whether it makes every finding the policy requires is nobody\x{2019}s job to check.
A draft built around the findings your code actually requires, with the ones you have not evidenced yet left visibly open.
How it works
Drafts sole-source, emergency and cooperative-use justifications against the findings your own policy requires you to make.
A justification is only as good as the findings behind it, and the findings are set by your own policy, not by a template.
It reads your policy first
Which findings a sole-source, emergency or cooperative determination has to make is set by your own code, so that is what it works from.
It drafts against each finding
One section per required finding, so the determination is structured the way a reviewer will read it.
It marks what is not yet evidenced
Where the record does not support a finding, the draft says so rather than writing around the gap.
A person signs it
The determination is an agency decision with a name on it. The draft never becomes the determination on its own.
Read before drafting

Each gets its own section in the draft.

Ask it anything
Every answer quotes its page.
Answers come only from the documents on the run, and each one carries the citation you would have gone looking for.
Three of the four findings your code requires are supported by the record. The fourth, that no comparable alternative exists, has nothing behind it yet: there is no market check in the file.
What it will not do
It drafts, structured around the findings your policy requires, and shows which ones the record does not yet support. The determination is signed by a person who owns it.
