You Optimize Every Toll Transaction. How Do You Optimize Your Spend?

Toll agencies have spent decades engineering their transaction systems for speed and accuracy. Very few have applied that same discipline to the spend that keeps those systems running.

Modern tolling operations are a masterclass in optimization. Lane technology reads transponders in a fraction of a second, video tolling systems reconcile millions of license plate images against billing accounts, and dynamic pricing engines adjust rates in real time based on congestion. Violation processing pipelines are tuned to recover revenue while minimizing customer friction — every one of these systems is measured, monitored, and continuously improved.

Walk into the same agency’s procurement office, however, and the picture often looks very different. The vendors, contracts, and purchase orders that keep the tolling infrastructure running — the transponder suppliers, the lane equipment manufacturers, the violation-processing partners, the maintenance contractors — are frequently managed on spreadsheets, in email threads, and in filing cabinets, with far less visibility than the transactions those vendors support.

Capital planning for gantries, cameras, and back-office systems goes through rigorous engineering review, and dashboards show, hour by hour, how many vehicles moved through a facility and how much revenue that generated.

That level of rigor exists because the tools to support it were purpose-built for it. Tolling technology vendors have spent years engineering systems that give agencies real-time insight into transaction performance — exactly the kind of visibility finance and procurement teams rarely get into their own spend.

Every toll agency can tell you its transponder read rate to the decimal point. Very few can tell you, in real time, how much of this year's capital budget is already committed.

Where the Rigor Stops: Sourcing, Contracts, and Purchase Orders

The spend behind that infrastructure does not get the same treatment. A sourcing event for new lane equipment might live in a shared drive. Renewal dates for maintenance agreements sit on whoever negotiated the contract’s calendar. Purchase orders against a capital project are tracked in a spreadsheet that is accurate the day it is updated and stale the day after. Multiply that across bond-funded projects, state DOT allocations, and operating budgets, and it becomes genuinely difficult to answer a simple question: what has the agency actually committed to spend, and against which budget?
